2.39.3.2 A problem that a footnote appears on the page before the footnote mark

A long footnote goes before the page which has the word footnoted.  Of course, I can use a \newpage to correct this "error", but I want to know whether there is an easier way to avoid this problem at  ...

2.39.3.3 How to add a A~\230 to my bibliography from Jabref?

So I added the character for his name in Jabref just fine but when I typeset my document, the bibliography just completely omits the letter. His name is A~\230stby and the bibliography just says "stby".
